My name is JLB. I’ve lived at 67 Partrick Road for the past decade with my wife Helen and son Gabriel. I am here to address the impact of the ARS proposed development on the town of Westport tax base.

What do the Connecticut towns of East Haddam, Cromwell, Ellington and Coventry have in common? According to a recent article titled “When Enough is to Much”, by Jane Gordon, appearing in the Conn. section of the NYT, each of these towns have either imposed a moratorium or are considering a moratorium on real estate development. Why? Because property taxes for new housing cannot support infrastructure costs – especially education.

With this information for perspective I would like to present to you a look at what the effect of the proposed ARS development would be on the town budget as it relates to the cost of education in Westport. In closing I would refer you back to Diane Goss Farrel's opening remarks to you this evening when she indicated that the cost of education in Westport has severely hurt the town budget and inhibited spending.
